Stow Board of Selectmen
April 26, 2016
Town Building
 
Present at the meeting that was held at Town Building were Donald Hawkes, Brian Burke, Charles Kern, Thomas Ryan and James Salvie,.

Also present were William Wrigley, Town Administrator and Maureen Trunfio, Administrative Assistant.

Mr. Hawkes called the meeting to order at 7:00 p.m.

Public Input: None

Chairman’s Comments:
Mr. Hawkes encouraged all residents to consider volunteering for the many vacancies on the Town’s boards and committees. He announced that the SpringFest Committee is seeking volunteers for its upcoming event.

Sign certificate for Selectman Charlie Kern
Mr. Hawkes explained that Mr. Kern will not seek re-election to the Board, and all thanked Mr. Kern for his many years of service to the Town of Stow.
Mr. Salvie moved to approve and sign the Certificate of Appreciation for retiring Selectman Charlie Kern. Mr. Ryan seconded the motion and it was passed unanimously.


Signing note for Fire Station/Community Center Project bond anticipation note
Town Treasurer Pam Landry was present to request that the Selectmen sign the Bond Anticipation Note for the Fire Station/Community Center Project in the amount of $8,320,000 at a 2% rate for one year. Town Clerk Linda Hathaway was present to notarize the signatures.

Mr. Burke moved to approve the sale of an $8,320,000 Bond Anticipation note at 2.0% interest dated May 2, 2016, and payable May 1, 2017 to Jefferies & Co, for the Fire Station/Community Center Project. Mr. Ryan seconded the motion.

Appointment of Call Firefighter/EMT
Jack Stafford was appointed as a Call Firefighter as of July 1, 2015 and has served in the Fire Department since 2012, starting as an Apprentice Firefighter.  He has completed Basic EMT Training and the new designation reflects the increase in responsibilities and capabilities.


On the recommendation of the Fire Chief, Mr. Ryan moved to appoint Jack Stafford to the position of Call Firefighter/EMT for the Town of Stow Fire Department, for the remainder of the current fiscal year, with subsequent reappointments being one-year terms, ending June 30. Mr. Salvie seconded the motion and it was passed unanimously.

Bicycles Battling Cancer Ride
Public safety officials have approved this application, and developed a traffic/safety plan.  A Certificate of insurance has been requested.

Mr. Salvie moved to approve the use of Town public ways for the Bicycles Battling Cancer ride through Stow on Sunday, June 12, 2016. Mr. Ryan seconded the motion and it was passed unanimously.

Stow Garden Club use of lower common for Plant Sale
This is an annual event. Public safety officials have approved this application.

Mr. Salvie moved to approve the use of the Stow Lower Common by the Stow Garden Club for its annual Plant Sale from Friday, May 7 from 8 a.m. through 6 p.m. and Saturday, May 8 from 8 a.m. until 1 p.m., as described in the request from Garden Club co-chair MariePatrice Masse. Mr. Ryan seconded the motion and it was passed unanimously.

Common Victualer license for Stow Acres Country Club
No action.
Town Administrator’s Report
Mr. Wrigley reported that he will begin contract negotiations with McGinley Kalsow & Associates Inc. This firm was chosen by the Randall Building Committee to undertake designing the restoration of the Randall Building section of the Randall Library.
He told the Board that the Lake Boon Commission will hold a public meeting to be attended by Stow Police’s Mike Sallese and state Environmental Police Captain Merri Walker for the purpose of explaining statutes relative to boat safety enforcement.
Mr. Wrigley left the meeting at 8:05 p.m.
Liaison Reports
Mr. Hawkes reported that there has been no progress made on Perambulation of the Town’s borders, but Greg Troxel plans to begin the process mid-June. He announced that Town meeting is scheduled for May 2nd at 7 p.m. at Hale School and the Town Election would be held on May 10th. He thanked the Board for the privilege of serving as Chairman for the Select Board for the past year.
Mr. Burke made a motion to adjourn the meeting at 8:10 p.m. Mr. Ryan seconded the motion and it was passed unanimously.
